Local Rules and Conditions of CompetitionThe Rules of the United States Golf Association govern all play. Complete text of the Rules and Appendix I may be found in the current edition of the Rules of Golf. Unless otherwise noted, the penalty for breach of a Local Rule or Condition is Two Strokes in Stroke Play and Loss of Hole in Match Play.
LOCAL RULESOUT OF BOUNDS – Defined by inside edge at ground level, of perimeter fence posts. The Driving range is Out of Bounds, however, the ball must be in the Driving Range to be Out of Bounds, regardless of the location of the supporting poles. NOTE: The telephone poles on holes #3, #7, #11, #12, #17 and #18 do not define course boundaries. LATERAL WATER HAZARDS – Lateral water hazards are defined by red lines, or in the absence of lines, by the break of the ground to the water. When stakes are present, they only identify the hazard. On hole #8, where the Lateral Water Hazard is bounded by Out of Bounds, the hazard margin extends to, and coincides with, the boundary fence. Rule 26-1: As additional options to those found in Rule 26, ball drops are provided on holes #7, #8 and #18. GROUND UNDER REPAIR – Defined by white lines. French drains are ground under repair; see Rule 25-1. White-lined areas tying into artificially surfaced roads and paths have the same status as the roads or paths, obstructions; see Rule 24-2. OBSTRUCTIONS – Weather Stations are deemed Temporary Immovable Obstructions. INTEGRAL PARTS OF THE COURSE – include the maintenance road on holes #7, #11, #12, #17 and #18, wires and wrappings when closely attached to trees, liners in bunkers and the protective screen and poles between the 18th fairway and the soccer field. NEWLY SODDED AREAS – If a ball lies in or touches a sod seam, the player may, without penalty, lift the ball and clean it. The player must drop the ball as near as possible to where it originally lay, which is not nearer the hole, avoids interference by the condition and is not in a hazard or on a putting green. (Note: no relief for stance). WRONG PUTTING GREEN – A ball coming to rest on the nursery green between the 6th green and 7th tee or the practice greens between the 10th and 16th holes must be dropped in accordance with Rule 25-3. BURROWING ANIMAL HOLES: Relief for Burrowing Animal Holes is granted for the lie of the ball only; mounds must be fresh and in mound form for relief to be granted. EDGING GROOVES AROUND PUTTING GREENS – If a ball lies on an edging groove around a putting green, the player may, without penalty, lift the ball, clean it and place it out of the groove in the nearest position to where it lay, whether on or off the putting green, which is not nearer the hole. AERATION HOLES – Through the green, a ball which comes to rest in or on an aeration hole may be lifted without penalty, cleaned and dropped, as near as possible to the spot where it lay but not nearer the hole. On the putting green, the player shall place the ball at the nearest spot not nearer the hole, which avoids such situation. DOUBT AS TO PROCEDURE – In stroke play only, when during the play of a hole a competitor is doubtful of his rights or procedures, he may, without penalty, play a second ball. Rule 3-3.
CONDITIONS OF COMPETITION
EMBEDDED BALL THROUGH THE GREEN, TIME OF STARTING, ROCKS IN BUNKERS – Local Rules in Appendix I are in effect. MEASURING DEVICES – Artificial devices that measure distance only may be used. SCORECARDS – Signed and attested scorecards shall be deposited in the Scorecard Box following the stipulated round. Once the card is deposited into the Box it is deemed officially submitted. For handicapping purposes, player shall post their adjusted scores on the computer in the golf shop, unless directed otherwise. Players not correctly posting their score will be subject to receiving a “penalty round”. CLOSE OF COMPETITION – A competition is deemed to have closed when the result has been announced or posted at the golf course or on the Website.
S. C. G. A. TEAM PLAY CONDITIONSTEES – Play will be from the Blue Men’s Club markers or permanent Blue Disks. PACE OF PLAY – A group is considered out of position if (a) more than 17 minutes has elapsed for each hole the group has played, and (b) it reaches the tee of a par-3 hole and the preceding group has cleared the next tee or fails to reach the tee of a par-4 or par-5 hole before the preceding group clears the putting green. If both (a) and (b) occur, the course marshal may direct the group to halve the current hole, regardless of strokes received, and proceed to the next hole. (NOTE: If it is clear that a particular player or players in a group out of position are not “playing without undue delay” that group is subject to timing, and a person in the group who takes more than 40 seconds to hit a shot on more than one occasion while the group is out of position, will be penalized one stroke).
